The PositionJob Purpose To lead end-to-end supply chain operations for the affiliate, ensuring patients and healthcare providers have timely access to Roche’s diagnostic solutions. Guided by Roche’s purpose of "doing now what patients need next," this role also needs to focus on managing 4PL partnerships, ensuring regulatory compliance, and driving operational excellence in alignment with global and regional strategies. Furthermore, this role dedicates 20% of its capacity to act as the "FSCP Business Partner," shifting from managing functional silos to orchestrating holistic value, aiming to empower the Commercial teams to achieve aggressive sales growth. Additionally, this position serves as the Transport Safety Advisor, coordinating compliance for dangerous goods, and the Export Control Officer, ensuring adherence to corporate export guidelines. Job scope: ## Key Responsibilities – Supply Chain Excellence Chapter Lead 1. FSCP Business Partnering (20% Time Allocation) – Focused on Accelerating Sales Growth • Act as the SPOC to Accelerate Deal Closures (擔任單一窗口,加速案件成交): Act as the dedicated Single Point of Contact (SPOC) for Commercial teams. Proactively resolve cross-functional bottlenecks (e.g., integrating supply availability, logistics planning, and financial terms) to accelerate sales velocity and improve customer responsiveness. • Internal Orchestration via T-shaped Skills (運用T型能力進行內部整合): Cultivate and utilize T-shaped interdisciplinary capabilities to independently coordinate within Finance, Supply Chain, and Procurement silos. Deliver holistic, "ready-to-execute" solutions to the Commercial team, minimizing their communication efforts. 2. Strategic Leadership & Operational Excellence • Strategy Execution: Design and execute supply chain strategies that reflect Roche’s mission of improving lives through diagnostics. • S&OP Ownership: Lead the Sales and Operations Planning (S&OP) process to ensure high demand forecast accuracy and alignment with commercial objectives. • End-to-End Oversight: Oversee all supply chain facets, including demand planning, inventory management, procurement, distribution, and customer order management. • Continuous Improvement: Utilize data-driven insights and Lean principles to identify cost-saving opportunities and enhance speed to market. • Process Standardization & SOP Management: Lead the creation, regular update, and effective implementation of Standard Operating Procedures (SOPs) to enhance or improve supply chain processes in accordance with Roche Supply Chain Standards. 3. 4PL & Logistics Provider Management • Primary Interface: Act as the lead contact for the external 4PL partner and other logistics providers to coordinate transportation, distribution, and warehousing. • Performance Monitoring: Evaluate 4PL performance against agreed SLAs and KPIs, including delivery accuracy, lead times, and cost efficiency. • Optimization & Risk Mitigation: Partner with providers to optimize logistics models and resolve operational issues promptly to maintain business continuity. 4. Stakeholder Collaboration & Compliance • Cross-functional Partnership: Collaborate with Marketing, Commercial, Finance, Regulatory, and Quality teams to create a cohesive supply chain aligned with business needs. • Quality & Regulatory Standards: Ensure all warehouse and transportation practices conform to Roche’s Quality Standards, Good Distribution Practice (GDP), and local/international regulations. • Risk Management: Proactively identify and address potential risks in inventory and cold chain requirements in collaboration with internal and external stakeholders. 5. People Leadership & Digital Innovation • Team Development & Bench Strength (團隊發展與建立代理梯隊): Manage, coach, and mentor a team of supply chain professionals, fostering a high-performance culture and VACC leadership. Actively reduce key talent risk by guiding the team to co-create and establish Standard Operating Procedures (SOPs). Build robust bench strength to mitigate over-reliance on individual expertise and ensure seamless daily operations. • Digital Transformation: Maximize the use of Roche’s digital tools and advanced analytics while exploring innovative solutions like real-time tracking or AI-driven forecasting. • Integrity & Compliance: Conduct all activities in full compliance with Roche’s Behavior in Business, Safety, and Competition Law policies. -------------------------------------------------------------------------------- ## Key Responsibilities – Functional Advisory Roles Transport Safety Advisor • Compliance Oversight: Support local management in fulfilling responsibilities for transport safety and security according to international and national legal requirements. • Dangerous Goods Management: Ensure the transport of dangerous goods is classified, packed, and labeled according to Roche Group Directive K15 and relevant regulations. • Training & Emergency Response: Verify local procedures are followed, provide necessary training, and support emergency response for transport incidents. Export Control Officer • Compliance Framework & Governance: Maintain local SOPs and the IMCP framework to ensure site-wide adherence to export regulations. This includes managing export licenses, ensuring accurate item classification, and establishing safeguards to prevent unauthorized access to controlled information. • Screening & Risk Analysis: Execute manual screening of business partners against sanctioned party lists and analyze transactions for compliance risks. Pay specific attention to non-standard flows and oversee the mandatory usage of EC&S contractual clauses. • Monitoring, Training & Escalation: Serve as the onsite authority for reporting compliance status to the General Manager and compliance officer, and escalating red flags or violations to the CECO. Drive the local training program to ensure all employees can identify risks and proactively seek advice on business behavior. Requirements: Qualification & Experiences Education: Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or related. Experience: 8+ years in supply chain management, with specific experience managing 3PL/4PL partners and a track record in the healthcare or diagnostics industry. Technical Skills: Proficiency in SAP (MM/SD modules), Excel (proficient), Word and Power Point. Leadership: Proven ability to lead and develop teams, solve problems with limited guidance, and set operating standards for a complex team. Core Competencies: Customer-centricity, System Thinking, Strategic Agility, Collaborative Leadership, and Results-Driven mindset. Ability to handle high complexity topics and demonstrate T-shaped interdisciplinary knowledge. Language: Good command of written and spoken Chinese and English.
