The PositionServe as the trusted advisor to Site Leadership and line managers on all Safety, Health & Environment (SHE) matters. Develop, implement, and continuously aligning the site's SHE strategy to Roche's global SHE objectives and local regulatory requirements. Ensure full compliance with applicable occupational safety, health, and environmental legislation, as well as Roche SHE standards. Maintain proper and an updated legal register. Lead the site SHE Management System and drive continuous improvement in line with ISO 45001 and ISO 14001 requirements. Provide strategic oversight of risk management processes, ensuring hazards are identified, assessed, documented, and effectively mitigated. Lead SHE audits, inspections, incident investigations, management reviews, and CAPA activities to ensure operational excellence and regulatory compliance. Partner with business leaders to embed SHE requirements into daily operations, business initiatives, and site renovation or expansion projects. Oversee the Contractor Safety Management programme, ensuring contractors comply with Roche SHE requirements, permit-to-work systems, risk assessments, and applicable legal requirements. Oversee workplace ergonomics programmes, including assessments and improvement initiatives. Develop and deliver SHE training programs to build organisational capability and strengthen the site's safety culture. Lead the Emergency Response Team (ERT) programme, ensuring First Aiders and Floor Wardens are trained, competent, and prepared for emergencies. Champion Environmental, Social & Governance (ESG) and sustainability initiatives to support Roche's environmental commitments. Establish and maintain effective relationships with regulatory authorities, external agencies, professional organisations, and industry partners. Will be the Business Continuity Management (BCM) Deputy, supporting business resilience planning, emergency preparedness, and continuity initiatives. Lead the site's Documentation Management programme, ensuring controlled SHE documentation, records, and document governance comply with regulatory and corporate requirements. Develop SHE performance metrics, analyse trends, and provide regular reports and recommendations to Site Leadership. Develop, train, coach, and inspire a high-performing SHE team while fostering a culture of accountability, collaboration, and continuous improvement. Who you are : Bachelor's Degree in Occupational Safety & Health, Environmental Science, Engineering, or a related discipline. Registered DOSH Green Book Holder and appointed Registered Safety and Health Officer (SHO). Minimum 7-10 years of progressive SHE experience, including leadership or managerial responsibilities. Have knowledge in ISO 45001 and ISO 14001 Internal Auditor. Strong knowledge of Malaysian occupational safety, health, and environmental legislation. Experience within the pharmaceutical, biotechnology, healthcare, manufacturing, or other highly regulated industries is preferred. Proven leadership and people management experience. Strong strategic thinking and business partnering capabilities. Excellent stakeholder management and influencing skills. Sound knowledge of SHE management systems, risk management, and regulatory compliance. Experience leading audits, inspections, investigations, Root Cause Analysis, CAPA, and continuous improvement initiatives. Experience in Contractor Safety Management and Permit-to-Work (PTW) systems. Knowledge of ESG, sustainability, and environmental management. Experience in documentation management and document governance. Excellent communication, presentation, coaching, and facilitation skills. Strong analytical, problem-solving, and decision-making abilities. Who we areA healthier future drives us to innovate.
