The Program Management Director, APAC will lead complex cross-functional bioprocessing facility projects across APAC and oversee multiple projects from initiation to completion. This role shapes long-range regional business strategy, leads cross-functional influence across global organizations, and drives enterprise-wide transformation initiatives for complex cross-functional bioprocessing facility capital and customer turnkey projects spanning end-to-end delivery from initiation through full commissioning. Operating as a strategic director level contributor, this role needs to influence executive leadership decisions, aligns regional program delivery targets with multi-year corporate business objectives, stewards the full APAC project portfolio, and delivers all initiatives on time, within defined scope and approved budget.ESSENTIAL JOB FUNCTIONS Project & Program Planning and Execution (External Customer & Internal APAC Facility Programs) Define comprehensive enterprise-level program delivery roadmaps encompassing multi-year timelines, multi-program capital budgets, cross-regional resource allocation frameworks, enterprise risk mitigation playbooks, and formal cross-functional change management strategies for large-scale external customer bioprocess turnkey facilities and APAC internal manufacturing facility capital investment programs. Own pre-execution master site scheduling frameworks, establish standardized advanced cross-regional resource planning protocols, and coordinate all global technical field execution workflows for facility construction, equipment installation, GMP commissioning and validation testing for both revenue-bearing customer turnkey assets and internal corporate CAPEX investments. Drive end-to-end portfolio performance oversight across all APAC programs, orchestrate cross-departmental global workstream alignment, resolve critical schedule bottlenecks, and escalate mitigation plans to executive stakeholders to deliver against committed enterprise milestones across the full project portfolio. Own full portfolio financial performance governance, including cross-program expenditure tracking, rolling multi-period forecast updates, enterprise budget variance analysis for customer revenue programs and internal capital investments; develop standardized executive-level financial reporting dashboards and analysis for C-suite and regional leadership review. Lead, mentor and develop cross-regional program management teams across APAC; provide strategic technical and governance guidance through the full lifecycle of all enterprise capital and customer programs. Act as the primary executive single point of contact for external contractors, global architectural firms, international engineering partners and third-party validation vendors for all facility capital programs, establishing standardized communication protocols to ensure seamless cross-stakeholder coordination at scale. Strategic PMO Leadership & Enterprise Governance Defines and owns the long-term PMO strategy for APAC and influences global enterprise project governance standards across all regional business units. Partners with executive leadership to establish enterprise-wide project investment priorities and cross-regional resource allocation strategies fully aligned with multi-year corporate long-range business objectives. Architect, implement and govern enterprise PMO portfolio management tools to deliver full visibility across the global APAC program portfolio, optimizing cross-regional shared resource utilization and eliminating redundant capacity across business streams. Establish global mandatory enterprise delivery standards, unified program management methodologies and compliance frameworks that all APAC capital and customer programs must adhere to; drive global adoption of standardized governance processes across all regional markets. Leads through influence across global organizations to align regional PMO operating models with corporate enterprise transformation priorities. Executive & Global Stakeholder Management Partner with global executive stakeholders to define enterprise program objectives, align cross-regional program deliverables to long-range corporate business transformation strategies, and shape enterprise capital investment roadmaps. Serve as the primary executive point of contact for global internal and external executive stakeholders, deliver regular executive-level portfolio performance updates, and proactively manage executive stakeholder expectations across multi-year transformation initiatives. Facilitate recurring global executive steering committees and cross-regional stakeholder alignment forums to share portfolio performance insights, resolve escalated enterprise risks, and ensure executive business priorities are embedded into all APAC program delivery plans. Build and sustain long-term strategic executive relationships with global internal business leaders and external industry partners; leverage cross-organizational influence to drive cross-regional collaboration and consistent, on-target enterprise program delivery. Risk Management and Strategic Problem Solving Identify, quantify and architect enterprise-wide risk mitigation frameworks addressing cross-regional threats that could impact delivery of multi-million-dollar transformation and capital programs; embed risk management standards into global PMO governance protocols. Lead cross-functional global problem-solving task forces to resolve large-scale program delays, material enterprise budget overruns, regulatory compliance gaps, and other high-impact delivery challenges across the APAC portfolio. Escalate material critical enterprise risks and program roadblocks to senior executive leadership, accompanied by fully vetted strategic resolution recommendations aligned with long-range corporate business strategy. Continuous Improvement Establish and enforce best practices, standards, and processes for program management across the organization. Drive continuous improvement initiatives to enhance program delivery, efficiency, and effectiveness. Stay current on industry trends, tools, and technologies that can improve program management practices. QUALIFICATIONS Bachelor’s degree in a technical field (Chemical, Mechanical, Manufacturing Engineering, Bioprocess Engineering or a related technical discipline) Minimum 15 years’ progressive combined senior leadership experience in biologics manufacturing operations, capital project engineering, and enterprise-level program management across global APAC markets Deep hands-on experience building and operating regional or global PMO organizations is highly desirable Extensive experience delivering programs within regulated cGMP manufacturing or engineering environments is a strong plus Expert-level comprehension of bioprocess manufacturing workflows, end-to-end bioprocess technical design, and enterprise process improvement methodologies Comprehensive working knowledge of Good Documentation Practices (GDP), global cGMP compliance requirements and FDA regulatory guidelines is mandatory Advanced proficiency in enterprise program management software suites (Microsoft Project, Smartsheet, Asana, Jira) and deep expertise implementing global delivery methodologies including Agile, Scrum, Waterfall and hybrid enterprise frameworks Fluent oral and written command of English and Mandarin for cross-regional executive stakeholder alignment across APAC markets Exceptional executive leadership, strategic influencing and cross-organizational interpersonal skills, with proven track record shaping enterprise transformation and driving global organizational change without formal line authority 50% regional travel outstation requirement across APAC markets expected
