Job Description: The Medical Excellence & Operation Manager / Senior Manager acts as a strategic partner to the Country Medical Head, supporting the Medical Department to enhance efficiency, execution quality, capability and overall performance. The role drives department-level process management, performance metrics governance, resource optimization, budget management, capability building and continuous operational improvement across Medical Affairs TA, Medical Information, Patient Safety, Clinical Operation and Medical Quality. The position facilitates effective collaboration with China cross-functional teams, including BU, RA&PA, Finance, Legal, Procurement, HR, Admin and Ethics & Compliance, and supports the localization and implementation of global Medical Excellence, Capability and Operation initiatives in China. Main responsibilities / job expectations Serve as a strategic operational partner to the Country Medical Head, supporting department priorities, management governance, decision preparation and follow-up on key deliverables. Establish, maintain and continuously improve department performance metrics and management dashboards; monitor key milestones, identify execution gaps, generate actionable insights and support performance review discussions. Lead department process management by reviewing, simplifying and optimizing key medical working processes, meeting cadence, reporting routines and operational workflows to improve efficiency, compliance and execution quality. Drive resource optimization and budget management across medical functions, including annual budget planning, budget tracking, expense monitoring, resource allocation input, vendor coordination and utilization analysis. Coordinate Medical training and capability-building activities, including training needs collection, training plan coordination, implementation tracking, training records management and effectiveness follow-up. Partner with headquarters Medical Excellence, Capability, Operation and other relevant global teams to understand global priorities, represent China needs and translate global guidance into practical local implementation plans. Support the landing and tracking of global Medical Department initiatives in China, including capability programs, excellence projects, operational transformation, digital tools and management routines. Provide effective operational support to Medical Affairs TA, Medical Information, Patient Safety, Clinical Operation and Medical Quality, ensuring daily operations are compliant with company policies, local directives and SOPs. Work closely with China cross-functional teams, including BU, RA&PA, Finance, Legal, Procurement, HR, Admin and Ethics & Compliance, to enable smooth execution of scientific events, internal projects and department initiatives. Plan and implement Medical internal events, department meetings, culture-building activities and talent development initiatives to strengthen engagement, collaboration, capability and team effectiveness. Provide executive support to the Head of China Medical, including preparation of high-quality memorandums, reports, presentations and department communications, and proactively recommend improvement opportunities. Knowledge, abilities & experience Education and Experience: • Minimum: Bachelor’s degree or above in Medicine, Pharmacy, Life Sciences or related discipline. More than 1 year of relevant working experience. • Ideal: more than 2 years of relevant working experience in the pharmaceutical industry; international pharmaceutical enterprise experience preferred. • Experience in Medical Affairs operations, Medical Excellence, capability building, project management, department operations or cross-functional coordination preferred. • Prior MSL experience or solid understanding of field medical work is a plus. • Languages: excellent English in speaking and writing. Technical Skills Requirements: Strong Excel skills, including data cleaning, pivot tables, formulas, basic dashboard preparation and budget/performance tracking. Good understanding of AI concepts and practical application of AI-enabled tools to improve productivity, analysis, process efficiency and content generation, with awareness of compliance and data confidentiality requirements. Good understanding of finance budgeting, forecasting, resource planning and performance metrics management. Good sense of compliance and strong knowledge of internal E&C policies and procedures. Knowledge of Medical functions’ work including medical affairs, MSL activities, clinical operations, pharmacovigilance and medical information. Excellent communication, influencing, stakeholder management and interpersonal skills, with the ability to work effectively with headquarters, China cross-functional teams and external partners. Strong project management, problem-solving and execution follow-up capabilities. Demonstrated experience of working with cross-functional teams and driving process improvement or operational excellence initiatives.
