Job Description SummaryThe Thailand Customs Leader leads end-to-end import customs operations and compliance for GE HealthCare Thailand, ensuring compliant and efficient import clearance, strong broker governance, audit readiness, and effective management of customs and government agency requirements in a highly regulated healthcare environment. The role is accountable for country-level customs execution, risk mitigation, and business continuity while serving as the primary liaison with Thailand Customs and other regulatory authorities. Job DescriptionRoles and Responsibilities Import Customs OperationsExecute and govern day-to-day import customs operations in compliance with Thailand Customs regulations, GE HealthCare Customs Enterprise Standards, and applicable company policies and procedures. Ensure pre-declaration controls are performed, including verification of customs valuation, HS classification, country of origin, permits, licenses, and other government agency requirements prior to customs declaration. Own and manage customs broker, express carrier, and service provider performance, ensuring adherence to GE HealthCare compliance and operational requirements. Serve as the primary customs operations point of contact for Thailand Customs authorities and coordinate responses to customs inquiries, inspections, and operational escalations. Coordinate with Thailand Customs, Port FDA, and other government agencies on import compliance matters, inspections, regulatory requirements, and operational issue resolution. Partner closely with Regulatory Affairs, Logistics, brokers, and relevant authorities to ensure timely and compliant import clearance of products subject to Thailand FDA controls, Port FDA requirements, and other government agency requirements, minimizing import delays and supply chain disruptions. Manage customs facilitation and duty optimization programs, including Free Trade Agreements (FTAs), advance rulings, duty exemption programs, and other approved customs initiatives. Partner with cross-functional teams including Logistics, OTR, GSPO, Service, Finance, Tax, Legal, Regulatory Affairs, and Quality to proactively resolve customs-related operational challenges and minimize clearance delays. Compliance, Controls & Audit ReadinessExecute customs compliance policies, SOPs, work instructions, and governance requirements at the country level. Identify customs compliance risks and develop corrective and preventive actions to mitigate identified exposures. Lead country-level preparation and support for internal audits, post-clearance reviews, and external customs audits, including responses to Customs and government authority inquiries. Monitor customs and other government agency compliance requirements affecting imports, including Thailand FDA-related import controls, and ensure appropriate operational controls and broker instructions are maintained. Evaluate customs controls and drive sustainable process improvements and compliance enhancements. Ensure accurate recordkeeping, document retention, and compliance reporting in accordance with statutory and GE HealthCare requirements. Prepare periodic customs metrics and reports covering duty spend, compliance performance, declaration quality, audit status, risks, opportunities, savings, and value creation. Problem Solving & JudgmentResolve routine customs issues and manage non-standard operational escalations involving classification, valuation, origin, permits, broker performance, and customs clearance challenges. Apply professional judgment within established regulatory and company frameworks to develop compliant and practical business solutions. Escalate high-risk, precedent-setting, or policy-sensitive matters to APAC Customs Leadership and relevant functional experts as appropriate. Cross-Functional & Regional CollaborationProvide customs advisory support, training, and guidance to internal stakeholders on customs regulations, compliance requirements, and operational processes. Coordinate with APAC and Global Customs teams on regional customs initiatives, compliance programs, system enhancements, and process improvements. Build and maintain effective working relationships with customs authorities, brokers, external advisors, industry associations, and other external partners. Support regional customs initiatives related to compliance excellence, operational efficiency, audit readiness, and duty optimization. Communication & LeadershipCommunicate effectively with internal stakeholders, brokers, service providers, regulatory authorities, and government agencies in both Thai and English. Provide customs subject matter expertise and country-level functional leadership to support capability building and operational excellence. Where applicable, coach and develop customs personnel, strengthen functional capabilities, and promote a culture of compliance, accountability, and continuous improvement. Drive a culture of proactive compliance, operational excellence, and continuous improvement across customs operations and external service providers. Required Qualifications & Experience Bachelor's degree in Customs, International Trade, Supply Chain, Logistics, Business, Finance, Law, Engineering, or a related discipline. 8-10+ years of experience in customs operations, trade compliance, international trade, or logistics within a multinational business environment. Strong working knowledge of Thailand Customs regulations, HS classification, customs valuation, country of origin, Free Trade Agreements, permits and licensing requirements, and customs audit processes. Demonstrated experience managing customs brokers and external service providers. Experience supporting customs audits, compliance reviews, and regulatory interactions. Demonstrated compliance mindset, analytical capability, and process improvement experience. Strong stakeholder management and influencing skills. Fluent in Thai and English, both written and spoken. Proficiency in Microsoft Office applications, particularly Excel, PowerPoint, and Word. Preferred QualificationsThailand Customs professional certification, accreditation, or customs-related qualification. Experience in medical devices, healthcare, life sciences, or other highly regulated industries. Hands-on experience with Free Trade Agreements, customs audits, advance rulings, duty exemption programs, and customs compliance initiatives. Experience participating in regional or global customs projects. Previous leadership, coaching, or people management experience.
