The PositionRole Scope Strategic Advocacy and Relationship Building: Cultivate and maintain deep relationships with prioritized Government Officials, their staff and other influential figures and organisations through regular engagement to proactively advance company objectives supporting new medicines investment. Policy Strategy and Execution: You will lead comprehensive strategies to influence your key stakeholders that possess clear objectives, prioritised communication channels and messages, opportunities for partnership, policy evidence generation and/or collation and other means necessary in order to meet defined goals. Monitoring and Insights: Monitors the evolving political environment and regularly shares insights internally. Develops recommendations for any major health-related policy changes or opportunities. Cross-Functional Leadership, Strategy and Collaboration: Develop internal cross-functional relationships and a deep understanding of Roche’s portfolio and pipeline to inform advocacy priorities and positions, to find opportunities for connection, identify gaps and synergies for policy work, and to ensure that business decision-makers have a strong understanding of the political and policy landscape. Act as an Enabler for the affiliate General Manager and the wider Enabling Team to ensure policy positions are shared across the organization and leverage their voices externally as local business leaders to amplify our messages. Roche Global Network: Collaborate with the global team and other affiliates through the network to ensure alignment understand and influence globally-generated positioning, opportunities and resources Qualifications: Good compliance track record. No material compliance violation has been identified in the past 5 years. Education: A relevant bachelor degree (including, but not limited to, public health, economics, politics or public policy). An advanced (Master’s or doctorate) degree is preferred. Working Experience and External Network: 5+ years in public policy or government engagement and a strong track record of delivering results via your own external working relationships is essential. An extensive existing network and prior working relationships with relevant Government Officials and stakeholders in the Taiwan policy environment is essential. This includes existing direct relationships with economic and financial stakeholders. Experience working in a government office or department, or in a Government Affairs focused role in consultancy or for an industry representative-body would be highly regarded. Skills & Knowledge: Exceptional strategic thinking and relationship building abilities. Independent and self-motivated with a strong growth mindset and exceptional creativity and energy Ability to take evidence and other complex data and convert them into easy to understand deliverables that can support policy priorities. Confident to advocate for their position while willing to seek and incorporate feedback Systems awareness: Possess a deep understanding of how policies and government decisions are made including identifying key institutions and stakeholders involved and the importance of policy in shaping the healthcare environment. Possess a general understanding of the health landscape, relevant stakeholder groups, value assessment/HTA methods and pricing concepts. A collaborative attitude and ability to manage multiple demands and priorities on time, influence without authority, gain alignment and drive decision making. Excellent communication and leadership skills are a must with a strong track record of delivering results in a matrix-based environment. Fluent in both Mandarin Chinese and English. Good knowledge of Compliance requirements and clear understanding of the high standard of maturity, integrity and transparency that is essential when working with Government Officials. ​ Others (i.e. Travel Requirement): Domestic and occasional international travel may be required.
