Reporting to the Procurement Manager, this leader develops multiple Project Procurement Leads while balancing staffing, workload, priorities, resources, and risk across the portfolio. This is a hands-on, execution-driven leadership role responsible for connecting project needs, engineering maturity, suppliers, fabrication, material and equipment readiness, construction priorities, systems, forecasting, and performance to provide portfolio-level visibility and drive better project outcomes. This role sits at our headquarters in Katy, TX Monday – Friday. This role is not eligible for Visa Sponsorship. Our Team Optimized Process Designs is an engineering, procurement, and construction (EPC) firm executing complex energy and infrastructure projects across North America, with experience in natural gas, natural gas liquids, petrochemical, power, and industrial markets. OPD is part of the larger Koch organization and is known for integrated execution, disciplined commercial and schedule management, direct-hire construction, and a culture of ownership and long-term value creation. Procurement partners across Business Development, Estimating, Engineering, Project Management, Project Controls, Construction, and suppliers to improve decision quality, material and equipment readiness, commercial outcomes, and schedule certainty. What You Will Do Portfolio Procurement Leadership & Ownership Own procurement outcomes across multiple assigned projects. Maintain an integrated portfolio view of demand, priorities, workload, readiness, supplier and fabrication constraints, commercial exposure, and closeout. Establish priorities and allocate resources based on customer commitments, project need, risk, schedule, and total portfolio value. Serve as the senior Procurement partner for assigned accounts, connecting project needs with Procurement Operations, Strategic Sourcing, Fabrication, Engineering, Construction, and Project Management. Provide experienced guidance and escalation support while preserving ownership with Project Procurement Leads and functional leads. Portfolio Planning, Forecasting & Risk Forecast procurement demand, workload, major commitments, long-lead requirements, supplier and fabrication capacity, and critical decisions across the portfolio. Connect project schedules, engineering maturity, procurement commitments, fabrication requirements, and construction need dates to identify gaps before they affect execution. Maintain visibility of portfolio risks, assumptions, opportunities, changes, and dependencies affecting cost, schedule, supplier performance, fabrication, material readiness, and customer commitments. Challenge priorities and coordinate cross-project recovery strategies when resources, suppliers, engineering deliverables, fabrication capacity, or material availability become constrained. Use economic thinking to evaluate alternatives based on total value, including cost, schedule, risk, quality, capacity, and customer impact. Supplier, Fabrication & Material Execution Provide leadership and oversight across RFQs, bid evaluations, negotiations, purchase orders, supplier documentation, inspection, expediting, logistics, delivery, and commercial closeout. Maintain cross-project visibility of engineered and vendor-manufactured equipment, valves, direct BOM/MTO material, OPD-designed fabricated material, supplier commitments, submittals, production, inspections, shipments, and delivery performance. Challenge supplier and commercial decisions based on total project and portfolio value, including price, lead time, freight, quality, constructability, capacity, account continuity, and schedule risk. Ensure significant supplier, fabrication, material, and commercial issues have clear impact assessments, accountable recovery plans, and appropriate escalation. Ensure changes, substitutions, acceleration, cancellations, surplus, restocking, rebuying, and supplier closeout are visible and economically managed. Systems, Performance & Governance Own adoption and effective use of procurement plans, ERP data, dashboards, milestone definitions, forecasting tools, readiness measures, KPIs, and group operating reviews. Use systems and measures to create awareness, understand root causes, challenge performance, and drive action rather than create a separate reporting exercise. Establish appropriate review rhythms, decision rights, escalation thresholds, standards, and performance measures while respecting project and functional ownership boundaries. Partner with Project Controls, IT, Business Systems, Procurement Operations, Strategic Sourcing, and Fabrication to improve data quality, automation, visibility, and decision support. Use project, supplier, fabrication, ERP, and Power BI information to identify trends and focus attention and resources on the greatest opportunities and exposures. People, Capability & Continuous Improvement Align, coach, and develop Project Procurement Leads based on project complexity, workload, customer needs, individual capability, and comparative advantage. Develop Project Procurement Leads capable of independently owning increasingly complex projects while knowing when to elevate issues requiring broader experience or authority. Convert recurring project issues and lessons learned into improved standards, supplier intelligence, estimating inputs, planning practices, systems, and execution methods. Build a culture of ownership, respectful challenge, knowledge sharing, economic thinking, and continuous improvement across the Procurement group. Who You Are (Basic Qualifications) Bachelor’s degree or equivalent combination of relevant education and experience. Experience leading teams, coordinating complex work, managing resources, or delivering results in military, industrial, construction, project, operations, supply chain, or similar environments. Experience leading or coordinating work across multiple projects, suppliers, stakeholders, or competing priorities. Experience developing, coaching, or influencing others to deliver results. Working knowledge of procurement, supplier management, project schedules, material requirements, and commercial or operational decisions. Experience working across functions to set priorities, solve problems, and drive issues to resolution. Ability to organize complex work, communicate risks and priorities clearly, and make sound decisions in changing environments. What Will Put You Ahead EPC, industrial, manufacturing, infrastructure, operations, or military leadership experience. Experience leading or supporting complex projects, programs, portfolios, supply chains, or material execution. Experience with supplier management, procurement, engineered equipment, fabrication, logistics, or construction materials. Familiarity with project schedules, engineering deliverables, ERP/procurement systems, dashboards, KPIs, forecasting, or Project Controls. Experience with commercial negotiations, sourcing strategies, total-value decisions, material readiness, or supplier performance. Experience developing people, processes, systems, standards, or continuous-improvement practices. At Koch companies, we are entrepreneurs. This means we openly challenge the status quo, find new ways to create value and get rewarded for our individual contributions. Any compensation range provided for a role is an estimate determined by available market data. The actual amount may be higher or lower than the range provided considering each candidate's knowledge, skills, abilities, and geographic location. If you have questions, please speak to
