Job description
Job Description: Business Development Manager - Department of Energy & Industrial Base Collaborate with Innovative 3Mers Around the World Choosing where to start and grow your career has a major impact on your professional and personal life, so it’s equally important you know that the company that you choose to work at, and its leaders, will support and guide you. With a wide variety of people, global locations, technologies and products, 3M is a place where you can collaborate with other curious, creative 3Mers. This position provides an opportunity to transition from other private, public, government or military experience to a 3M career. The Impact You’ll Make in this Role As the Department of Energy (DOE) & Industrial Base Business Development (BD) Manager, you will lead 3M’s growth and engagement strategy across the Department of Energy — working cohesively with the business units that own the products and portfolios — to shape demand for 3M’s science and materials before requirements are written and convert that early influence into funded programs. You will also serve as 3M Government Markets expert on the federal industrial-base funding instruments that every campaign on the team uses. Here, you will make an impact by: Developing and executing 3M’s Department of Energy engagement strategy across the department’s three pillars: the National Nuclear Security Administration (NNSA) and its production sites and laboratories; the offices under the Under Secretary for Energy, including the Office of Nuclear Energy, the Office of Electricity, Energy Dominance Financing and the Office of Critical Minerals and Energy Innovation; and the offices under the Under Secretary for Science, including the Office of Science, the DOE Isotope Program and the national laboratories. Winning funded programs: positioning 3M’s materials and capabilities into programs of record and funded production, including the NNSA production-modernization and construction wave through its management and operating (M&O) contractors and their supply chains, DOE Isotope Program supply needs, the advanced-reactor and fuel-cycle programs the Office of Nuclear Energy sponsors, and DOE-partnered defense programs such as installation microreactors and naval nuclear propulsion, where 3M’s isotope, ceramic, film, and advanced-materials capabilities align. Shaping requirements and supply-chain policy: engaging the national laboratories, the Isotope Program, program offices, consortia, and the department’s critical-minerals and industrial-base offices to place domestic materials and isotope supply into roadmaps, specifications, qualification programs and stockpile plans before a requirement is written, and sustaining government awareness of supply chains that today depend on foreign sources. Owning the industrial-base instruments: serving as the team’s expert on the federal industrial-capacity funding instruments — Defense Production Act (DPA) Title III, the Industrial Base Analysis and Sustainment (IBAS) program, the Defense Industrial Base Consortium, the National Defense Stockpile and DLA Strategic Materials, the Office of Strategic Capital, DPA Section 708 voluntary agreements, and DOE financing — holding the relationships at the offices that run them, advising every campaign on which instrument fits which pursuit, and supporting the Head of Business Development, who decides which capital pursuits the team enters. Translating customer requirements into actionable internal strategy and execution across 3M’s highly matrixed, multi-disciplined organization, including the business units that own the isotope, ceramic and advanced-materials portfolios. Building and managing a disciplined opportunity pipeline — qualifying, forecasting, and maintaining Salesforce Customer Relationship Management (CRM) rigor — so leadership has a defensible, current view of funded versus unfunded demand. Building and maintaining strong relationships with key decision-makers and influencers across NNSA and DOE program offices, the M&O contractors and site operators, the national laboratories, the DOE Isotope Program, consortia, and the fuel fabricators and reactor developers whose programs the department sponsors. Operating within classified and controlled engagements under 3M’s facility clearance and the government’s rules, including Restricted Data access where granted, and keeping classified knowledge strictly separated from unclassified marketing. Delivering compelling executive-level briefings, proposals, and strategic engagement plans to senior 3M and customer stakeholders. Driving the use of 3M products and technologies by providing sound business development strategies to relevant 3M stakeholders, informed by monitoring, analyzing, and anticipating market trends, policy and budget developments, competitor activity, and customer needs. Providing strategic direction to 3M’s cross-functional teams — spanning divisions, product management, channel, contracts, legal, export control, and finance — to integrate 3M’s materials, technology, and capabilities into Department of Energy programs within a highly matrixed, multi-disciplined environment. Your Skills and ExpertiseTo set you up for success in this role from day one, 3M requires (at a minimum) the following qualifications: Bachelor’s degree or higher (completed and verified prior to start) Five (5) years of experience working with or engaging Department of Energy organizations, the National Nuclear Security Administration, the national laboratories, or the nuclear supply chain in a private, public, government, or military environment Named, current relationships within NNSA, DOE program offices, the national laboratories, or the management and operating contractor community, exercised within approximately the last three years Ability to obtain and hold a U.S. Department of Defense or Department of Energy security clearance at the Secret level Additional qualifications that could help you succeed even further in this role include: Active Top Secret eligibility or a DOE Q access authorization is preferred Experience advising on and specifying materials, technology, and capabilities into nuclear, energy, or DOE-sponsored systems and supply chains Demonstrated ability to shape requirements and achieve design-wins — not only to capture already-funded competitions Working knowledge of the federal industrial-capacity funding instruments (Defense Production Act Title III, the Industrial Base Analysis and Sustainment program, consortium other transaction agreements, and the National Defense Stockpile) and how an award is pursued and executed Demonstrated ability to orchestrate across functions (product management, channel, contracts, legal, export control, finance) in a highly matrixed, multi-disciplined environment Familiarity with the Federal Acquisition Regulation (FAR), the Department of Energy Acquisition Regulation (DEAR), and management and operating contractor procurement practices Prior service with the Department of Energy, NNSA, a national laboratory, a management and operating contractor, or the naval nuclear propulsion program is highly desired but not required Familiarity with nuclear supply-chain quality regimes (NQA-1, NUPIC) and with isotope and specialty-materials markets Experience executing a Defense Production Act Title III, IBAS, or DOE-funded award from proposal through delivery Proven leader with a track record of success in business development, sales, and achieving business results Strategic thinker with strong analytical and problem-solving skills Excellent communication, negotiation, and presentation skills Experience and proficiency with Microsoft Office suite and Salesforce.com Work location: This role follows an on-site working model, requiring the employee to work at least four days a week at our office in Washington DC unless internal or external engagements require travel elsewhere.
