Job description
HEOR Manager Your impact begins here As HEOR Manager, you will build the economic and clinical evidence that helps new treatments reach people in Japan. You will prepare HTA submissions, negotiate with MHLW and C2H, and shape HEOR and real-world evidence plans for your assigned products and therapeutic areas. As one of two HEOR colleagues in Market Access, your work influences access at launch and the value our products deliver over time for people living with serious chronic diseases. What you’ll bring You know how to turn evidence into agreement with decision-makers, and you are at ease working across functions and borders. A bachelor’s degree or higher, ideally in health economics, outcomes research, epidemiology, statistics, life sciences or a related field. Experience in the pharmaceutical industry. Experience engaging and negotiating with authorities, such as government and payer-related bodies. Experience collaborating across functions and managing projects, including working with global or regional colleagues. Japanese at native or N1 level, and English at business level or above. Strong communication, influencing and problem-solving skills, with the integrity and professionalism that trusted dialogue with authorities requires. Useful, but not essential Experience in HEOR or HTA, including HTA submissions. Experience with health economic or budget-impact modelling, or with real-world evidence. A master’s degree or PhD in health economics, outcomes research or a related field. Experience working with industry associations or leading cross-functional initiatives from planning to delivery. What you’ll do You will lead HEOR work from evidence planning through to negotiation, so that the value of our treatments is clear to those who decide on access. Lead timely HTA submissions for your assigned products, preparing economic and clinical evidence and HTA dossiers, and negotiating with MHLW and C2H. Plan and run HEOR and real-world evidence projects that support each product’s value proposition and scientific exchange strategy, from launch onwards. Identify evidence gaps and data needs, and generate economic evidence that supports reimbursement. Adapt economic and budget-impact models to the Japanese setting and bring HEOR insights into R&D, commercial and market access planning. Build productive relationships with colleagues, MHLW, industry associations and academia, and turn what you learn into insight for business strategy. Share knowledge and best practice in HEOR and health economics to strengthen the Market Access team. Who you’ll work with You will join the Market Access department in International Operations, based in Tokyo, reporting to the Associate Director of Market Access. HEOR is a focused team of two: you and one colleague. Each of you owns your areas and you rely on each other to keep work moving. Your closest partners will be colleagues in Clinical, Medical and Regulatory, Commercial, Marketing, Finance and the Healthcare Policy team, as well as International Operations and headquarters colleagues, with whom you will align global, regional and local HTA and HEOR strategies. Externally, you will work with MHLW, C2H, industry associations such as EFPIA and PhRMA, and academia. Clear priorities and open, honest dialogue help you move quickly when a decision is needed. What you can expect here You will work in a small team where your expertise is valued and your voice is heard. The role gives you exposure from pipeline planning to market access, and the chance to build new skills alongside colleagues through on-the-job learning and relevant learning offerings. You will be supported to perform at your best, with clear performance expectations and the trust to take ownership of your projects and make decisions within your area.
